The 11th Meeting of APTERR Council

The 11th Meeting of ASEAN Plus Three Emergency Rice Reserve (APTERR) Council was conducted physically on 25-26 April 2023 at the Plaza Hotel in Seoul, Republic of Korea, hosted by the Ministry of Agriculture, Food and Rural Affairs (MAFRA) of the Republic of Korea.

Participants were from the APTERR members and related organizations such as the ASEAN Food Security Information System (AFSIS) Secretariat, which was AFSIS Manager, Dr. Waraporn Saelee, and the ASEAN Food Security Reserve Board (AFSRB) Secretariat.

The objectives of the meeting are to report and discuss the outcomes of the work and budget for the fiscal year 2022, the terminal report of the second phase of financial contribution to the APTERR Fund, and to propose the work and annual operational budget proposal for the fiscal year 2023. Also, the Meeting was updated on the completed implementation from the recipient countries.

In addition, during the meeting this year, Dr. Waraporn had an opportunity to present the proposed option “To merge AFSIS to APTERR” for the future of AFSIS to discuss with the APTERR Council members. The result of the discussion, including recommendations and considerations from this meeting will be presented in the upcoming 21st AFSIS Focal Point Meeting on 17-18 May 2023 in Lao PDR and will be reported to the SSOM-AMAF+3 this year for further consideration and action in order to sustain the AFSIS in the future.

The next meeting, the 12th Meeting of APTERR Council, will be hosted by the People’s Republic of China and the date is still under consideration.

Online Meeting between AFSIS Secretariat EPIS and KRC, Republic of Korea

On 11 September 2024, the AFSIS Secretariat participated in a meeting between the Korea Agency of Education, Promotion and Information Service in Food, Agriculture, Forestry and Fisheries (EPIS) and the Korea Rural Community Corporation Global Project Office (KRC) from the Republic of Korea. The meeting aims to provide information on upcoming activities for 2025, with support from the Republic of Korea. The new project assigned to KRC by the Ministry of Agriculture, Food, and Rural Affairs South Korea (MAFRA) involves the implementation of the National Agri-Food Information System (NAIS), which is scheduled to take place in Cambodia from 2025 to 2026.

Transboundary Flooding & Landslides in Lao PDR and Thailand on 24 August 2024

On 23 August 2024, the National Disaster Management Office (NDMO) of Lao PDR reported severe flooding across six districts in Xayaboury Province, caused by continuous heavy rainfall since 20 August. The floods have led to extensive damage, affecting large swathes of agricultural land and posing a significant threat to the livelihoods of local farmers.

Thailand Security Dialogue 2024 “Sustainable Peace under the Geopolitical Shifts”

On August 28, 2024, the AFSIS Secretariat was invited to attend the Thailand Security Dialogue 2024: “Sustainable Peace under Geopolitical Shifts”. The conference was organized by the Strategic Studies Center (SSC), the Commandant of the National Defence Studies Institute (NDSI). The conference aims to provide a platform for the presentation and exchange of academic perspectives on security situations covering their impacts on global and regional peace and security, to gather valuable ideas and perspectives, and to produce analyses leading to recommendations to promote sustainable peace in the region.

The meeting of Preliminary study for exploring ‘Local Resource-based Food Reserve’ mechanism in ASEAN Member State

On 27 August 2024, the AFSIS Secretariat participated in the inaugural meeting of the preliminary study exploring a 'Local Resource-based Food Reserve' mechanism in the ASEAN Member States. Hosted virtually by the Economic Research Institute for ASEAN and East Asia (ERIA) in collaboration with the Ministry of Agriculture, Indonesia, and the ASEAN Plus Three Emergency Rice Reserve (APTERR) Secretariat, the meeting aimed to clarify the study's objectives, expected outcomes, scope, and timeline.
