The 12th Meeting of APTERR Council

On 24-25 April 2024, the 12th Meeting of the ASEAN Plus Three Emergency Rice Reserve (APTERR) Council was conducted physically Beijing,People’s Republic of China.

The objectives of the meeting were to report the implementation of APTERR activities in 2023, discuss and propose the work plan and budget proposal for the fiscal year 2024, and the terminal report of the financial contribution to the APTERR Fund. Also, the Meeting was updated on the implementation under the Rice Discharge Mechanism, Program 3 (Tier 3 program) from the recipient countries such as Cambodia, Myanmar, Lao PDR, and Philippine 

Attendees included representatives from the APTERR Council, ASEAN Plus Three countries (except the Philippines), the Asian Development Bank (ADB), the APTERR Secretariat, and the AFSIS Secretariat.

On this occasion, Dr. Sumanya Ngandee, AFSIS Manager, had an opportunity to present the AFSIS Implementation in 2023- the 1st quarter of 2024, the future work plan in 2024 and works related to APTERR. AFSIS provides data on the demand and supply of rice for annual reports and the analysis of monitoring and evaluating food emergency situations (Food Emergency Monitoring and Information: FEMI). This emphasizes the importance of AFSIS in the collection, analysis, and dissemination of ASEAN food security information.

Furthermore, this meeting provided all participants with the great opportunity to visit Xiaotangshan National Research and Demonstration Base for Precision Agriculture, Changping District, Beijing, People's Republic of China. The research center has developed technology for precision agriculture. and modern agriculture by using 3S technology, including GIS, GPS, and Remote Sensing, to effectively manage farmland and resources. These technologies lead to maximum efficiency at the right time to increase agricultural production, both quantity and quality, including helping reduce production costs, and safe for farmers and the environment.

Lewotobi Laki-laki Volcano Eruption, Indonesia On 3 November 2024

On Sunday, November 3, 2024, at 22:57 WITA, Mount Lewotobi Laki-Laki, one of Indonesia’s 120 active volcanoes, erupted on the island of Flores in East Nusa Tenggara province, The eruption, lasting 24 minutes (1,450 seconds), was recorded with a massive amplitude of 47.3 mm. According to Indonesia's National Disaster Management Agency, a strong eruption sent ash up to 2,000 meters (6,500 feet), affecting over 10,000 people. Smaller eruptions followed on November 5-6. In response, the Center for Volcanology and Geological Hazard Mitigation (PVMBG) raised the volcano’s alert status to “Awas” (Level IV), indicating a high danger level.

Completion and Handover Ceremony for the project "Establishing Real-Time AFSIS and Development of Human Resources" in Indonesia

On November 12, 2024, Dr. Sumanya Nagdee, AFSIS Manager, participated in the Completion and Handover Ceremony for the project "Establishing Real-Time ASEAN Food Security Information System (AFSIS) and Development of Human Resources 3rd Phase – Pilot Project on Strategic Crop Forecasting System for Food Security in Indonesia." The event, which took place in Jakarta, Indonesia, was supported by the Government of the Republic of Korea and This meeting was chaired by Ms. Intan Rahayu, Director of the Center of Agricultural Data and System Information (CADIS) under Indonesia's Ministry of Agriculture, and Mr. An Jaerok, Vice President of EPIS from South Korea, along with representatives from various sectors.

Tropical Cyclone TRAMI, Vietnam, Lao PDR and Cambodia on 27-28 October 2024

Severe Tropical Storm TRAMI (Local Name: Kristine) Causes Heavy Rainfall, Landslides and Widespread Flooding in the Philippines On October 22, 2024, Tropical Storm Kristine unleashed heavy rainfall, leading to severe flooding in multiple provinces. As of October 29, the National Disaster Risk Reduction and Management Council (NDRRMC) reported extensive damage to agricultural lands and infrastructure, prompting evacuations and relief efforts to assist affected communities. Local authorities are mobilizing resources to provide assistance and manage the unfolding disaster. As of October 30, the latest situation indicates that two cyclones struck the Philippines in quick succession, with Typhoon Leon entering the Philippine area of responsibility on October 26, just one day after Kristine departed.
